No sign boards, billboards or advertising matter of any kind shall be erected on the highway easements of State Highway No. 9 within, the incorporate limits of the city, nor shall any buildings, or structure of any nature be built, erected or constructed on such easements, either underground or above the surface of the ground; provided, this shall not prevent the State Highway Commission, from constructing such directional signs as may be deemed proper to be erected for guiding the public in travel, nor shall this section prohibit the State Highway Commission from planting and growing shrubbery, grasses, shade trees or doing such other ornamental work as the said State Highway Commission may desire to do; provided, further, that, U.S. mailboxes may be erected on the easement in such manner as not to impede traffic.
