§ 93.01 LESLIE MOSES PARK.
   (A)   General.
      (1)   The park will be closed to the general public from 10:00 p.m. to 6:00 a.m., except for campers, fishermen and special events.
      (2)   Quiet time shall be observed from 11:00 p.m. to 6:00 a.m.
      (3)   Except as provided herein, the use of rifles or pistols is absolutely prohibited on or around the park and/or the lake.
      (4)   No glass containers are allowed.
      (5)   All pets shall be on a leash at all times.
      (6)   An intoxicated person or persons causing a public disturbance shall be removed from the lake area or arrested.
      (7)   All illegal drugs are prohibited.
      (8)   All city lake property shall be protected, not harmed or destroyed. Pollution of the lake of any kind is prohibited.
      (9)   No garbage or other trash shall be dumped or placed in the lake or adjacent land belonging to the city.
      (10)   It shall be unlawful for any motorcycle, ATV, four-wheeler or UTV to be operated any plate other than the designated roadways/travel areas, except golf carts being used for golf course purposes only.
   (B)   Camping and pavilion fees and regulations.
      (1)   No camp sites shall be rented for more than 15 days consecutively; with the exception of camp sites #2 and #9, which may be rented for a monthly fee of $300 for 30 days or $310 for 31 days, if camp sites are available.
      (2)   (a)   Camping sites with water and electric: $20 per day and $20 clean-up deposit;
         (b)   Camping with no utilities: $10 per day and $20 clean-up deposit;
         (c)   Pavilion use with reservations: $10 per day and $20 clean-up deposit; and
         (d)   With electric: $20 per day and $20 clean-up deposit.
      (3)   Reservations for camping and pavilions may be made after January 1 for the current calendar year by payment in advance. Reservations can be made by calling the Lake Superintendent at
(405)452-3879. There will be no refunds; rain checks are available, but must be requested at least two weeks before the reservation date.
      (4)   Check in time for campers will be from 7:00 a.m. to 8:00 p.m. Check out time for camp sites will be at 5:00 p.m.
      (5)   Each camper shall be responsible for keeping his, her or their campsite clean and leaving each site dean when checking out.
      (6)   All persons holding picnics or other group gatherings on the lake must clean and remove all trash or refuse in areas where there are no trash containers.
      (7)   All fires must be built in a fire pit that has been approved by the Lake Superintendent and properly extinguished before leaving the area.
   (C)   Boat permits and regulations.
      (1)   (a)   Fishing boats: $10 per day;
         (b)   Fishing boats: $40 per year;
         (c)   Ski boats, wave runners, jet ski and the like: $15 per day;
         (d)   Ski boats, wave runners, jet ski and the like: $45 per year;
         (e)   Kayak: $5 per day; and
         (f)   Kayak: $20 per year.
      (2)   All boats used for fishing and skiing, wave runners, jet ski, kayak and the like must possess a current Wetumka Lake permit.
      (3)   Approved type life preservers will be provided by the owner of all boats for the pilot and all passengers in the boat.
      (4)   No boat shall be overloaded; it shall be left to the judgment of the Lake Superintendent as to whether a boat is overloaded.
      (5)   No boat shall be allowed on the lake that is not deemed seaworthy by the Lake Superintendent.
      (6)   All boats approaching or departing the boat dock and landing ramps will proceed at a slow speed so as not to cause a wake.
      (7)   All boats operating at night will be equipped with approved lights as governed by state law and Coast Guard regulations.
      (8)   All boat owners are fully responsible for the operation of their boats on the lake whether being controlled by the owner or used by someone else as the operator, with or without the boat owner’s permission.
      (9)   Any second violation of any section of this section, upon conviction in the city court, shall result in automatic cancellation of the permit of such holder. The convicted holders shall not be eligible for another permit until the next calendar year.
      (10)   An area so designated by the Lake Superintendent will be used for skiing. Skiing outside the designated area will be in violation of the rules. A counterclockwise pattern shall be used within the area so designated.
      (11)   Anyone skiing must wear a life preserver at all times. No driver or passenger will be permitted to sit on the side of the boat. There will be no exceptions.
      (12)   No skiing will be permitted before sunrise or 30 minutes after sunset.
      (13)   All persons who fish in or around the lake shall abide by all applicable fishing laws of the state.
      (14)   It shall be unlawful for any person to have in his, her or their possession any large- mouth or small-mouth bass less than 14 inches in length.
      (15)   It shall be unlawful for any person to place a trot-line, regardless of type or size, within the designated skiing area of the lake between April 1 and October 1 of any given year.
      (16)   The boating and skiing privileges above designated shall be deemed a privilege granted by the city and the city shall not be responsible in any manner for any accidents that may occur by any reason of such activates.
      (17)   Any group or club planning a fishing tournament must obtain permission from the Lake Superintendent at least ten days prior to the event.
      (18)   All boats participating in such an outing must possess a current boating permit.
      (19)   The Lake Superintendent, with the permission of the City Council, shall have the power to prohibit a fishing tournament.
      (20)   Jet-propelled ski bikes are to be used only in the designated skiing area on the lake.
      (21)   Jet ski bikes are to maintain a counterclockwise movement and be operated in such a manner as to not interfere with other boats or water skiers.
      (22)   No jet skis will be permitted on the lake before sunrise or 30 minutes after sunset.
      (23)   Any operator of a jet ski must be 14 years or older.
      (24)   All jet skis are required to have permits to operate on the lake.
   (D)   Hunting and trapping rules and regulations.
      (1)   Duck blinds: $5 per day, $20 per year;
      (2)   Duck hunting will be allowed during the annual duck season as established by federal regulations.
      (3)   Bow hunting will be allowed in stale regulated season and with proper license.
      (4)   Trapping will be allowed and applicable to the laws of the state and with permission of the Lake Superintendent.
      (5)   Pistols no larger than .22 caliber may be used to dispatch trapped game.
