§ 51.01 DUMPING GARBAGE AND OTHER REFUSE.
   No person who is not a resident living within the corporate city limits shall dump trash or garbage in any dumpster or garbage can located within said corporate city limits without first obtaining a permit or license to do so from the office of the City Clerk.
