There shall be a Cemetery Department, the head of which shall be the Superintendent of Cemeteries appointed by the City Manager for an indefinite term, and removable by the Manager; provided that, the City Manager shall be ex officio Superintendent of Cemeteries unless he or she appoints another to serve in this capacity. The Superintendent shall be an officer of the city, and shall have supervision and control of the Cemetery Department.
