Any owner of land or other structure within the limits of the city who installs solar energy system, with or without a permit, or has installed such a system prior to the implementation of this chapter, shall be liable for any damages to equipment (lines, transformers, and the like) related to the electrical grid owned and maintained by the city or the Wetumka Municipal Authority if such equipment has been installed in a manner in which energy re-enters the grid or may be considered a grid-intertie system.
