The City Council shall hear and decide appeals when it is alleged there is an error in any requirement, decision, or determination made by the Flood Plain Administrator in the enforcement or administration of this Chapter. The applicant may petition the Council in writing within ten (10) days of the adverse action for reconsideration or appeal of a decision by the Local Flood Plain Administrator. Said petition must set forth the alleged error with particularity, and the petition must be placed on the agenda for a hearing before the council within twenty (20) days of its filing.
