All lighting for advertising off-street parking or loading areas or for the external illumination of buildings shall be directed away from and shielded from any adjacent residential district and shall not detract from driver visibility on adjacent streets or highways, interfere with or cause driver confusion regarding traffic and control devices, interfere with driver vision or create other traffic hazards.
