No pawnshop, pawnbroker, secondhand dealer or dealer in precious metals or coins shall:
(A) Pledge or purchase any article or anything from a person less than 18 years of age; and
(B) Receive any pledge or purchase any article from any person who is known by him or her to be a thief, or associate of a thief, a receiver of stolen property or from any person whom he or she has reason to believe to be any of the foregoing.
