§ 51.01  DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   HAZARDOUS WASTE. Any material or substance that is toxic or hazardous waste as defined either under the Solid Waste Disposal Act, as amended, 42 U.S.C. §§ 691 et seq., and the regulations thereunder, or in the Indiana Environmental Management Act, I.C. 13-11-1-1 et seq., as amended, and the regulations thereunder or special nuclear or by-products material within the meaning of the Atomic Energy Act of 1954, being 42 U.S.C. §§ 2011 et seq.
   LARGE/HEAVY ITEMS. Other household items such as furniture, appliances, rolled carpeting.
   RECYCLING MATERIAL. Ordinary, non-hazardous household recycling materials including paper, cardboard, plastic, glass and cans.
   REFUSE. Ordinary, non-hazardous yard waste (except Christmas trees) and household refuse, not requiring special handling techniques such as ashes, garbage, rubbish and trash resulting from the normal running of a household. It specifically includes kitchen wastes, cans, bottles, household food, vegetable matter attendant to preparation of foods, and accumulations of animal food. Also included are newspapers and magazines, discarded clothing and similar items. It does not include heavy items such as furniture or appliances. Excluded from REFUSE for purposes of this chapter is heavy items, hazardous waste, construction debris, human/animal excretions and carcasses.
   RESIDENTIAL PROPERTIES. Any single- family dwelling, a structure containing two families in separate units and single structures containing apartments of two, three or four units.
   TOWN OF WEST TERRE HAUTE. All the property within the town limits of West Terre Haute as are now or may be hereafter.
   TOWN OWNED OR OPERATED FACILITY. Any property owned or operated by the town as are now or may be hereafter.
   UNIT. Any property within the town with four electric meters or less. This property may be a residential, commercial or town owned or town operated property including the town park.
   YARD WASTE. Leaves, grass clippings, yard trimmings, weeds, brush, limbs, other organic garden debris and Christmas trees.
