It is the purpose of this subchapter to protect and promote the public health, safety and general welfare by allowing property owners to plant and maintain the boulevard areas adjoining their property in a manner that enhances and improves the aesthetic appearance of city streets, avenues and alleys, as well as prevent and abate hazardous and nuisance conditions within the city.
