The city shall review the site plan or stormwater pollution control plan.
(A) Permit required. If the city determines that the site plan or stormwater pollution control plan meets the requirements of this chapter, the city shall issue a permit valid for a specified period of time, which authorizes the land disturbance or construction activity contingent on the implementation and completion of the submitted plan.
(B) Denial. If the city determines that the site plan or stormwater pollution control plan does not meet the requirements of this chapter, the city shall not issue a permit for the land disturbance or construction activity. All land use and building permits for the site in question must be suspended until the developer has an approved site plan or stormwaterpollution control plan.
