SECTION 12.01. OFFICIAL PUBLICATIONS.
   The Council shall biennially designate a legal newspaper of general circulation in the City as its official newspaper in which shall be published all ordinances, resolutions and other matters required by law to be so published as well as other matters as the Council may deem it in the public interest to have published in this manner. In the case of lengthy ordinances, or ordinances which include charts or maps which would be expensive to publish, if the City Council determines that publication of the title and summary of that ordinance would clearly inform the public of the intent and effect of that ordinance, the Council may by five votes of its members direct that only the title and summary of the ordinance be published in conformity with the provisions of Sections 412.191, Subd. 4 and 331.A01, Subd. 10 of the Minnesota Statutes.
