No member of any initiative, or referendum committee, nor a circulator of a signature paper, shall offer any reward, pecuniary or otherwise, to a signer of any such paper and no signer of a signature paper shall accept or offer any reward, pecuniary or otherwise, for signing any such paper. Any violation of the provisions of this section is a misdemeanor.
