The enacting clause of all ordinances shall be in the words, “The City of West Saint Paul does ordain.” Every ordinance shall be presented in writing. No ordinance except an emergency ordinance, shall be passed at the meeting at which it is introduced. At least one week prior to the final passage of every ordinance, except an emergency ordinance, a statement of its purpose and the time and place of its consideration shall be published once in the official newspaper.
