Notice that may be required of the town under this chapter shall be deemed complete upon:
(A) Actual delivery to the person, whether by hand or other reasonable mode; or
(B) Five business days after mailing, certified mail, via U.S. Postal Service, to the address shown on the sign permit application, or to the landowner’s address as shown on the records of the Tax Assessor of the county.
