So long as sufficient funds exist, and so long as the expenditures are authorized by the approved budget for the relevant fiscal year, supervisors, department heads, and directors of the town and the Town Municipal Authority (“Authority”) may allocate, encumber, and spend municipal funds, up to $5,000, without prior Board approval, toward the cost of obtaining a job-related license or certification for employees with job duties that require a license or certification, but on the condition that the employee promises in writing to repay the licensing costs (as defined in § 31.67).
