In the event of an emergency or disaster, the Emergency Management Director shall be empowered with the authority to enforce all rules and regulations relating to emergency management, for the purposes of carrying out the duties and responsibilities set forth herein. In carrying out his or her responsibilities to protect the population of this jurisdiction, the Emergency Management Director shall cooperate in every way with the activities of other governmental organizations, including emergency management organizations beyond the jurisdictional boundaries of this entity.
