It shall be unlawful for any person under the influence of any narcotic or other controlled dangerous substance to appear or be upon or in any street, alley, place of business, or other public place within the town, or:
(A) For any person to use any narcotic or other controlled dangerous substance upon or in any street, alley, place of business, or other public place within said town;
(B) for any person to use any narcotic or other controlled dangerous substance in any place within said town, except as legally prescribed by a physician licensed to practice in the state;
(C) For any person to loiter about a place where any narcotic or other controlled dangerous substance is sold or furnished illegally; or
(D) For any person to sell or furnish illegally to another person any narcotic or other controlled dangerous substance.
