§ 130.01 OFFENSES DEFINED.
   An OFFENSE is hereby defined as the doing of any act or thing which, by this title or any ordinance of the town, is prohibited, forbidden, or declared to be unlawful, or the failure or refusal to do any act or perform any duty which, by any provisions of this title or by any ordinance of the town, is commanded or required to be done.
