(A) The local or county health official, the Chief of Police, or any member of the Town Board of Trustees, upon complaint of any person or on a self-initiated basis, shall inspect any structure or place wherein an animal is kept.
(B) The local or county health official, or the Chief of Police, may issue any such reasonable order as may be deemed necessary, to the owner of any animal, to cause such animal to be kept as provided for in this chapter or in a manner so as not to constitute a nuisance.
(C) The local or county health official, or the Chief of Police, may make a complaint before the Municipal Judge against any person for violation of any provision of this chapter or for any such reasonable order, but this shall not abridge the right of others to make such complaints.
