§ 152.004 INTERPRETATION.
   (A)   The provisions herein shall be interpreted broadly and liberally so as to implement and protect the purposes for which they are enacted.
   (B)   In the interpretation and application of this chapter, the provisions herein shall be held to be of the minimum or maximum requirements (as stated); adopted for the promotion of the health, safety, morals, comfort, prosperity, well-being and general welfare.
   (C)   It is not intended by this chapter to repeal, abdicate, annul or in any way impair or interfere with any private restrictions placed upon property such as covenants, deeds or recorded plats; provided, however, where this chapter imposes a greater restriction upon the use of buildings or premises or upon the height of buildings or requires greater lot areas, larger yards or other open spaces, than are imposed by such private restrictions, the provisions of this chapter shall control.
