Section 2.04. Qualifications.--
   Candidates for Commissioner or Mayor shall qualify for election by filing a written notice of candidacy with the City Clerk at such time and in such manner as may be prescribed by ordinance and paying to the City Clerk $100, in addition to any fees required by Florida Statutes, as a qualifying fee. A person may not be a candidate for Commission and Mayor in the same election. Only electors of the who have resided continuously within the Residential Area for which election is being sought for at least one year preceding the date of such filing shall be eligible to hold the office of Commissioner. If at the conclusion of the qualifying period no elector from any Residential Area shall file for that Seat, the qualifying period for that Seat shall be reopened for a period of five days and any qualified elector who has resided in the continuously for at least one year preceding the date of such filing may file a written notice of candidacy for the Seat in accordance with the remaining provisions of this Section. Only electors of the who have resided continuously in the for at least one year preceding the date of filing shall be eligible to hold the office of Mayor.
