§ 131.10 EXCEPTIONS.
   The may grant an exception to any requirement of this Chapter if a permittee demonstrates, with written evidence satisfactory to the , that the exception will not create any threat to the public health, safety or welfare, or the operations of other ; and either
   131.10(A)   The increased economic burden and the potential adverse impact on the permittee’s schedule resulting from the strict enforcement of the requirements of such sections actually or effectively prohibits the ability of the permittee to provide services in violation of federal ; or
   131.10(B)   The requirement unreasonably discriminates against the permittee in favor of another in violation of federal .
