§ 130.02 FINDINGS OF FACT.
   The finds that:
   130.02(A)   The Unsafe Chapter is a critical means of protecting the health, safety and welfare of the public by remedying or eliminating the dangers posed by that have become unoccupied, unsafe, unstable or a public nuisance;
   130.02(B)   Diligent and strict enforcement of the Unsafe Chapter is critical to preventing:
   130.02(B)(1)   The dangers posed by the collapse of unsafe or unstable ;
   130.02(B)(2)   Fires, the risk of which is heightened in unsafe or unoccupied ;
   130.02(B)(3)   The spread of disease, including but not limited to tetanus, malaria and West Nile virus;
   130.02(B)(4)   The use of unsafe or unoccupied for criminal endeavors, including but not limited to assault, battery, sexual assault, sexual battery, arson, and drug use; and
   130.02(B)(5)   A decline in property values in areas adjacent to a that is unoccupied, unsafe, unstable or a public nuisance.
