Section 9.03. Continuance of rights, powers, privileges, property, ordinances, resolutions, taxes, fees, offices, departments, boards, and agencies of City.--
   (a)   All ordinances and resolutions passed by the shall remain in effect to the extent that they are not inconsistent with this Charter.
   (b)   All taxes and fees passed by the shall remain in effect to the extent that they are not inconsistent with this Charter.
   (c)   All offices, departments, boards, and agencies created and established by the shall continue to the extent that they are not inconsistent with this Charter.
