shall deny an application if it finds that the proposed
will be in violation of a provision of this Chapter or of any
, fire, or zoning code, statute, ordinance, or regulation. If the application fails to satisfy this Code or any
, fire or zoning code, statute, ordinance, or regulation, the
shall state specifically its reasons within its resolution of denial.
