(a) The Charter will be reviewed in 2004 and at least every ten years thereafter.
(b) A five-member Charter Review Board shall be appointed and funded by the
. Each City Commissioner, and the Mayor, shall submit the name of one individual for appointment to the Charter Review Board. Appointees by each Commissioner shall reside within the Residential Area of that Commissioner. The appointee of the Mayor shall reside within the City. The Charter Review Board shall be appointed at least 360 days before the next scheduled election and complete its work and present any recommendations for change no later than 180 days before the election.
(c) The
shall hold a minimum of two public hearings on the proposed changes to the Charter prior to placing the proposed changes on the scheduled election ballot.
