Section 4.06. Tax levy and Assessments.--
   The shall have the right to determine, order, levy, assess and collect all taxes and assessments as are permitted by law, and as granted to Community Development Districts, pursuant to Chapter 190, Florida Statutes, including, without limitation, benefit special assessments, maintenance assessments, excise, franchise, or privilege taxes and taxes on services and utilities.
