§ 53.04 CIVIL ACTION OR PROCEEDING.
   In addition to the penalties provided in this Chapter and in the Broward County Animal Care and Adoption Ordinance for the violation of the provisions hereof, the may institute any lawful civil action or proceeding to prevent, restrain or abate any acts or failures to act under this Chapter or the Broward County Animal Care and Adoption Ordinance, which constitute a public nuisance.
