5-1-2: HEAD OF DEPARTMENT:

The Mayor shall be the head of the Police Department and shall superintend and direct the police generally and from time to time give such directions as he may deem proper and necessary for the good order and efficiency of the Department. (1975 Code § 5-1-2)
