No signs or other matter advertising any brand of alcoholic liquor, wine, or beer shall be erected or placed upon the outside of any premises occupied by a licensee or permittee authorized to sell alcoholic liquor, wine, or beer at retail, unless such signs are located inside a fence or other enclosure which wholly or partially surrounds the licensed premises.
