All public or private property shall be subject to stormwater utilty service charges except as provided in this ordinance below. A stormwater utility service charge formulat is available in the office of the stormwater utility. The following areas are exempt from stormwater utility service charges:
A. Undeveloped property as defined in this ordinance.
B. Streets, alley ways, and highways in the public and private domain are exempt from utility service charges or connected fees.
