11-2-9: AUTHORIZATION TO INSTALL IMPROVEMENTS:

The approval of the preliminary plat shall constitute authorization by the governing body for the installation of improvements as required by this Title, and as shown on the preliminary plat; provided, no such improvement shall be constructed or installed until and unless the plans, profiles, cross sections, and specifications for the construction of such improvement has been submitted to, and approved in writing by the City Engineer.
