This Title or any provision of this Title may be changed or amended from time to time by the governing body; provided, however, that such changes or amendments shall not become effective until after a public hearing has been held, public notice of which shall have been published at least once, not less than four (4) days nor more than twenty (20) days before the date of the hearing.
