11-1-7: BUILDING PERMIT ISSUANCE; CONDITIONS:

No building permit shall be issued for construction on any lot, parcel, or tract, where a subdivision is required by this Title, unless and until a final plat of such subdivision has been approved and recorded in accordance with this Title, and until the improvements required by this Title have been accepted by the City.
