Before making a report on a proposed amendment to the City Council, the Commission may upon the Council's request hold a public hearing on the matter. Proper fifteen (15) days' notice shall be given and a special notice of the hearing shall be given by mail to all interested parties including owners and residents of property within two hundred feet (200') of the boundaries of the property under consideration.
