The Board shall follow rules in accordance with the provisions of Section 10-3-5 of this Chapter and the Iowa Code. The Board shall elect its own chairman at the first meeting of the calendar year, who shall serve for one year. Meetings will be established by the rules and shall be open to the public. The chairman, or in his absence, the acting chairman, may administer oaths and compel the attendance of witnesses. Three (3) members present shall constitute a quorum. The Board shall keep minutes of the proceedings showing the vote of each member upon each question, and all such materials and related documents shall be immediately filed in the City Clerk's office and shall be a public record.
