9-1-19: EMERGENCY WORK:

Building, plumbing or electrical work may be done to alleviate an emergency situation without first obtaining a permit. However, a permit shall be obtained during the first working day following the emergency and the passage of the critical period. All work shall be made to comply with the provisions of this Code and shall be inspected by the City Inspector. (1975 Code § 9-2-22)
