The City Inspector and his authorized representative may enter any premises on proof of authority for the purpose of inspecting any electrical, building, or plumbing systems at such times as may be reasonably necessary to protect the public health, safety, and welfare. He shall have the authority to remove or cause removal of the lath, plaster, boarding, paneling, insulation, concrete or other cover which may prevent the proper inspection of any electrical, building or plumbing systems.
