The inspection and control of electrical, building, and plumbing systems or equipment or the issuance of permits or approval by the City Inspector shall not make the City nor the Inspector liable on account of such control of electrical, building, or plumbing systems or equipment, or such granting of approval, or lessen the liability of a person owning or installing such systems or equipment, as would exist in the absence of such inspection, control, or the granting of such approval.
