The responsibility for the maintenance of the electric system shall be vested in the Superintendent of the Municipal Light Plant, who shall be in active charge of and have the entire management of the electric generating and distribution facilities of the City, including the inspection and installation of electrical facilities and the extensions, replacement or repair of the distribution system, together with all tools, buildings and other property and equipment connected with the electric system; subject, however, to the supervision of the City Manager and the control of the City Council as provided in Section 7-3-1 of this Chapter.
