7-1-4: SERVICE DEPOSIT:

The water shall not be turned into any house or private service pipe, except upon order of the Council or City Manager and when the applicant is a nonowner of the premises, a deposit of fifteen dollars ($15.00) shall be paid in advance to the City before service is commenced. (1975 Code § 7-1-4)
