Every person desiring a supply of water or desiring to add to the service already in use shall make application therefor to the City Manager in such form as may be prescribed by the City Council for that purpose. The application must state fully and thoroughly all the uses to which the water is to be applied. No different or additional use will be allowed except upon further application and agreement. This rule shall also apply in any case where more than one family desires to use the same tap, and each shall be required to make such an application therefor. (1975 Code § 7-1-2)
