7-1-1: CONSUMER'S CONTRACT WITH CITY:
The rules, regulations and water rates hereinafter referred to shall be considered a part of the contract with every person who is supplied with water through the City's water system, and every such person by taking water shall be considered as expressing his consent to be bound thereby. Whenever any of said rules, regulations or rates, as amended from time to time by the City Council, is violated, the water shall be shut off from the premises or place of such violation and shall not be turned on again except upon order of the Council, the City Manager or his duly authorized representative, and then only after the payment of the expense of shutting off the water and turning it on again, and under such other terms as the Council or City Manager shall prescribe. In cases of such violation, the Council or City Manager shall have the right to declare forfeit of any payment made for water by the person committing such violation. (1975 Code § 7-1-1)
