No person engaged in the business of making loans, purchasing notes secured by mortgages, conditional sales agreements or any other liens upon motor vehicles or engaged in any business involving the repossession of motor vehicles shall fail to notify the Police Department of any repossession of a motor vehicle and to give such additional information as may be required, within one hour after possession, when the vehicle is taken without the owner's consent or knowledge.
