The Westlake Tree Commission shall choose its own officers, make its own rules and regulations and keep a record of its proceedings. Except to the extent that the rules and regulations adopted by the Westlake Tree Commission are in conflict therewith, the Westlake Tree Commission shall conduct its affairs in accordance with Robert's Rules of Order.
