137.05 POWERS OF DEPARTMENT.
   The Police Department shall have all powers and jurisdiction now or hereafter granted by the State Constitution, the general laws of the State relating to such Departments in cities, and by the City Charter and ordinances of Council passed pursuant thereto. The Department shall preserve the public health, safety and general welfare, including matters pertaining to the prevention, suppression and detection of crime, the supervision and maintenance of the equipment and quarters of the Department and of police alarm signal and communication systems and traffic control devices of all sorts which are the property of or located within the City.
