(a) The Director of Law is hereby authorized to employ legal counsel by choice of the Director of Law from outside of the Law Department as necessary to assist in all civil and administrative legal matters, including litigation and trials, and such other further duties as may be directed by the Director of Law. The Mayor's approval and a majority of Council approval of the Director of Law's choice shall be required when the estimated cost of employment of such legal counsel for a single lawsuit or legal matter exceeds $25,000.00.
(b) The compensation to be paid to such legal counsel shall be from one hundred twenty-five dollars ($125.00) to two hundred dollars ($200.00) maximum per hour for the performance of such work.
