131.02 EXPENSE FUND.
   (a)   There is hereby created an expense fund for the Mayor not to exceed five thousand dollars ($5,000) per year, which fund shall be at the Mayor's disposal for their use and expenditures for City business, including but not limited to, business meetings, luncheons, dinners, automobile and incidental expenses.

   (b)   The Mayor shall keep a record of all expenditures, and submit such record to the Director of Finance on the last day of each and every month, listing thereon those expenditures made that month. The Director of Finance shall thereupon pay to the Mayor a reimbursement for such expenses incurred.
