(a) Council shall read all ordinances and resolutions by caption and title only unless for a particular purpose the entire ordinance is requested to be read. Otherwise, a full oral reading of each ordinance and resolution shall be dispensed with. Printed copies of the complete ordinances and resolutions shall be in the hands of all Council Members prior to Council meetings, and copies of the same shall be made available to the general public whenever possible.
(b) An ordinance or resolution which has not been either enacted or defeated, or referred to Planning Commission and is pending that Commission’s consideration, shall expire at the end of the Council term and shall not be further considered unless it is re-introduced during a future term of Council.
